Pakistan Bar Council Employees Service Rules — section 23
23. If an employee, in the opinion of the Competent Authority: a) is inefficient or has ceased to be efficient; b) is guilty of misconduct; or c) is negligent. the competent authority may impose on him one or more penalties prescribed by the Rules.
