Pakistan Legal Practitioners and Bar Councils Rules, 1976 — section 24
24. (1) Voting shall be by secret ballot.
(2)A voter who has inadvertently spoiled his ballot paper so that it cannot be used may, after satisfying the 64[Presiding Officer] about the fact of inadvertence, return the ballot paper to the Presiding Officer who shall issue another ballot paper after cancelling the spoiled ballot paper which shall be placed in a packet labelled "spoiled ballot papers" noting the fact of cancellation on the counterfoil also.
(3)If any ballot paper which has been issued to a voter has not been inserted by him into the ballot box, but is found to be anywhere else it shall be cancelled and counted for as "spoiled ballot paper".
