65. Penalty for failure to make returns..—_If in respect of any factory any return is not furnished as required under section 77, the manager and the occupier of the factory shall each be liable to fine which may extend to five hundred rupees : Provided that if both the manager and the occupiers are convicted, the aggregate of the fines inflicted shall not exceed this amount. 66. Penalty for smoking or using naked light in vicinity of inflammable material. Whoever smokes, or uses a naked light or causes or permits any such light to be used in the vicinity of any inflammable material in a factory shall be punishable with fine which may extend to five hundred rupees. Exception.___This provision does not extend to the use, in accordance with such precautions as may be prescribed, of a naked light in the course of a manufacturing process.
