Pakistan Citizenship Act, 1951 — section 13
13. Citizenship by incorporation of territory. If any territory becomes a part of Pakistan the 2 [President] may, by order, specify the persons who shall be citizens of Pakistan by reason of their connection with that territory; and those persons shall be citizens of Pakistan from such date and upon such conditions, if any, as may be specified in the order.
