24. Admission and enrolment of Advocates of the High Court..—[…….] Each Provincial Bar Council [and Islamabad Bar Council] shall prepare and maintain {for the Province [and Islamabad Capital Territory] and each (District) in the Province [and Islamabad Capital Territory] two separate rolls} of advocates of the High Court in which shall be entered the names of,
(a)all persons who were, as advocates, entitled to practice in the High Court immediately before the commencement of this Act; and
