3. References to time of day..—_References to time of day in this Act are references___1[* * *] 2 [* *], to 3[*] Standard Time, which is five 3[* * *] hours ahead of Greenwich Mean Time, 1[*] 2 [* * * * * * *] Provided that for any area 1[* * *] in which 3[*] Standard Time is not ordinarily observed the 2 [Provincial Government] may make rules
(i)specifying the area,
(ii)defining the local mean time ordinarily observed therein, and
(iii)permitting such time to be observed in all or any of the factories situated in the area.
