51. Cognizance of offences under this Chapter..—(1) No Court shall take cognizance of any offence punishable under this Chapter save on complaint made by an officer empowered in this behalf by the 2[Federal Government] by a general or special order.

(2)No Court inferior to that of a Magistrate of the first class shall try any offence punishable under this Chapter. 52.
