221. Officers and 2[staff]. Until 3[Majlis-e-Shoora (Parliament)] by law otherwise provides, 4 the [Election Commission] may, with the approval of the President, make rules providing for the appointment by the 2[Commissioner] of officers and 2[staff] to be employed in connection with the functions of the 5[* * *] Election Commission and for their terms and conditions of employment.
