Constitution of the Islamic Republic of Pakistan, 1973 — Article 140A
140A. Local Government..—(1) Each Province shall, by law, establish a local government system and devolve political, administrative and financial responsibility and authority to the elected representatives of the local governments.

Extent of Federal and Provincial laws. Subject to the Constitution, 3[Majlis-e-Shoora (Parliament)] may make laws (including laws having extra-territorial operation) for the whole or any part of Pakistan, and a Provincial Assembly may make laws for the Province or any part thereof.
